My Mac Wont Let Me Download Apps

Yes I've seen the countless threads to change my billing information to check my purchase history and blah blah blah. I've done all those steps but it literally doesn't let me change my billing info, my billing history shows nothing that I haven't bought and downloaded, and it's honestly getting annoying. I deleted all the apps I have that required a purchase or have a subscription. I don't have a subscription that filters through apple and it's honestly annoying me. Is there any way to undo a stupid purchase that I never even made and doesn't even show up on my billing history? And I honestly don't want to see the 'go to this page' because I've already gone and hasn't helped. I've been trying to fix this for almost a month and I haven't done any progress; any help would be appreciated.
